Silver Bulletin Forecast Puts Democrats at 69 Percent for Senate and 91 Percent for House
Silver Bulletin updated its FLIPR midterm forecast on September 26 with Democrats as clear favorites for both chambers, while its approval tracker shows President Donald Trump at a series low near minus 22 net.
Silver FLIPR chamber control chances (percent)
What Saturday put on the national clipboard
Silver Bulletin refreshed its FLIPR midterm forecast page on September 26, the model that jointly simulates House, Senate, and gubernatorial contests from polls, fundamentals, and expert ratings (Silver Bulletin FLIPR forecast, September 26, 2026). Independent coverage of the same Silver aggregates put Democrats at a 69 percent chance to win the Senate and a 91 percent chance to win the House, up from 57 percent and 86 percent on September 14 (The Conversation citing Silver Bulletin, September 25, 2026; NewsGram, September 26, 2026).
Those are simulation probabilities, not seat counts and not certified majorities. FLIPR runs tens of thousands of joint simulations so a House win and a Senate win can be priced together, including the chance one chamber flips while the other does not (Silver Bulletin FLIPR forecast, September 26, 2026). Election Day remains November 3. That leaves 37 days on the calendar. Keep the forecast next to our boards on 2026 Senate races and what history says about the 2026 midterm House.
Approval and the generic ballot underneath the model
Silver Bulletin's free approval summary, updated September 25, put President Donald Trump at a new series low of minus 22.4 net approval this far into the second term, worse than his first term mark of minus 11.6 at the same point and worse than Joe Biden's minus 9.6 at the equivalent date (Silver Bulletin Trump approval dashboard, September 25, 2026). The Conversation's writeup of the same Silver aggregate listed 37.4 percent approve and 60.4 percent disapprove, a net of minus 23.0 (The Conversation citing Silver Bulletin, September 25, 2026). USPollingData's September 27 sync of aggregator averages sat near 37.3 percent approve and 60.2 percent disapprove (USPollingData, September 27, 2026).
On the congressional temperature, Silver's generic ballot average stood at Democrats plus 8.1 points as of September 25, a cycle high after Democrats entered September at plus 6.7. The likely voter adjustment used by FLIPR lifts that lead to plus 8.8 (Silver Bulletin generic ballot dashboard, September 25, 2026). Inside the forecast model itself, The Conversation reported a 51.4 to 42.3 Democratic edge, a 9.1 point margin (The Conversation citing Silver Bulletin, September 25, 2026). Friday's NBC News average, covered separately on this site Saturday, put Democrats at 52 to 43 on congressional control after a likely voter shift (NBC News, September 25, 2026). Print each house. Do not mash them into one prophecy.
Issue nets and the pump that still sits in the model
Silver's issue board, as summarized by The Conversation, put Trump at minus 13.0 net on immigration, minus 28.3 on trade, minus 32.1 on the economy, and minus 46.4 on inflation (The Conversation citing Silver Bulletin, September 25, 2026). Iran war support sat at 33.5 percent for and 57.9 percent against, a net of minus 24.4, down from minus 20.1 in mid September (The Conversation citing Silver Bulletin Iran war tracker, September 25, 2026). Those issue rows are why a model can move from a 50 percent Senate chance on September 7 to 69 percent by late September without inventing a new map (The Conversation citing Silver Bulletin, September 25, 2026).
AAA's national average for regular gasoline sat near $4.48 a gallon in the September 24 weekly wrap and near $4.48 to $4.49 into the September 26 and 27 daily snapshots, the highest national average AAA has recorded for this time of year (AAA Newsroom, September 24, 2026; AAA Fuel Prices daily average, September 26 to 27, 2026). Silver itself flagged rising fuel costs earlier in the week as one driver of Republican electoral stress and linked the early September Republican bounce to the late August petrol low (Silver Bulletin FLIPR forecast note, September 26, 2026; The Conversation, September 25, 2026). A free country can publish a 91 percent House probability and a $4.48 pump price on the same weekend. Both belong on the desk.
What the weekend settles and what it leaves open
Settled from the Saturday refresh and the Friday to Saturday Silver writeups: FLIPR updated September 26; Democrats near 69 percent for Senate control and 91 percent for House control in the cited simulations; Trump net approval near minus 22 to minus 23 in Silver's aggregate; generic ballot near plus 8.1 to plus 8.8 depending on the likely voter screen; issue nets deeply underwater on inflation and the economy; AAA regular near $4.48; 37 days to November 3 (Silver Bulletin, September 25 to 26, 2026; The Conversation, September 25, 2026; AAA, September 24 to 27, 2026).
Still open: whether October samples hold a high single digit Democratic generic; whether Maine's Republican incumbent lead survives the next high quality polls; whether petrol prices ease enough to move approval before early vote windows close; whether Cook's House toss up pile still demands a majority of the undecided seats for 218 even while a model prices the chamber near 91 percent. America can publish a 91 percent House favorite and still require every clerk to finish the count. That is ordinary self government under a hard calendar. Print the probabilities. Wait for November 3.
