Trump Forms Committee of Inquiry on Fed Governor Lisa Cook With White House Hearing Set for November 5
A presidential memorandum dated October 7 and announced October 9 creates a three person committee to investigate mortgage statement allegations against Federal Reserve Governor Lisa Cook, with a closed White House hearing scheduled for November 5, two days after the midterm election.
Committee of inquiry calendar
A dated memo, a three person panel, a hearing after Election Day
President Donald Trump on Friday announced a committee of inquiry into Federal Reserve Governor Lisa Cook, citing allegations that she made false statements in connection with one or more mortgage instruments (White House presidential memorandum, October 7, 2026; Associated Press, October 9, 2026). The memorandum names three members: Kevin Hassett, the Assistant to the President for Economic Policy; Andrea Lucas, chair of the Equal Employment Opportunity Commission; and Keith Sonderling, acting director of the Office of Government Ethics (White House, October 7, 2026; Reuters, October 9, 2026).
The committee must hold an in person hearing at the White House on November 5 lasting no longer than four hours. The hearing is closed to the public and must be transcribed. Cook may submit a written position statement at least three days before the hearing and a post hearing written statement by November 10. After that, the committee is to submit written findings of fact and conclusions of law and recommend whether there is cause for removal under 12 U.S.C. 242 as construed in Trump v. Cook, 146 S. Ct. 2234 (2026) (White House, October 7, 2026).
Put the calendar next to our pages on how the Federal Reserve sets rates and presidents by economic record. A removal process is a documented presidential action. A finished Board vacancy is not. Twenty four days remain until November 3.
What the record already settled before Friday
No president had previously sought to remove a sitting Federal Reserve governor in the central bank 113 year history, a point repeated across Friday coverage (Associated Press / PBS NewsHour, October 9, 2026). Cook was appointed by former President Joe Biden and is the first Black woman to serve on the Board of Governors (Associated Press, October 9, 2026). Trump first moved to fire her in August 2025 over mortgage applications from 2021 that allegedly listed more than one property as a primary residence (Associated Press, October 9, 2026; CNN, October 9, 2026).
A June 2026 Supreme Court ruling in Trump v. Cook allowed her to remain while litigation continued and shaped the for cause standard the White House now cites (White House memorandum citing Trump v. Cook, 146 S. Ct. 2234 (2026); SCOTUSblog, October 9, 2026). Analysts covering Friday note that forming a hearing process addresses procedural issues raised by that ruling (CNN, October 9, 2026). The Fed declined to comment. Cook attorneys Abbe Lowell and Norm Eisen said she welcomes presenting the facts and that any fair process would show no legal basis to fire her, while also questioning whether the hearing will be genuine rather than a box checking exercise (Reuters, October 9, 2026; CNN, October 9, 2026; Politico, October 9, 2026).
Why the timing sits on the midterm board
November 5 falls two days after Election Day. Senate confirmation of any future Fed nominee would run through whichever party organizes the chamber in January 2027 (Reuters, October 9, 2026). Cook currently sits on a seven member Board. A successful removal would open one seat. That arithmetic matters for monetary policy debates already running through the campaign, where Trump has publicly pressed the Fed for lower rates while rates remain elevated (CNN, October 9, 2026; Reuters, October 9, 2026).
Stack the institutional receipt next to the election instruments already on our desks. Cook Political Report on October 9 moved eighteen House races toward Democrats and raised its most likely Democratic pickup band to nine to 19 seats (Cook Political Report, October 9, 2026). Pew Research Center on October 8 put Trump job approval at 30 percent with 68 percent disapproving (Pew Research Center, October 8, 2026). Those are separate ledgers. A Fed personnel process does not rewrite a House ratings band. A ratings band does not decide a for cause finding. Keep them on separate lines next to Senate races 2026.
What Friday settles and what remains open
Settled from the memorandum and Friday reporting: a three person committee exists; the named members are Hassett, Lucas, and Sonderling; the hearing date is November 5 at the White House; questioning is capped at four hours; Cook may file before and after; the committee must recommend whether cause exists for removal (White House, October 7, 2026; Associated Press, October 9, 2026; Reuters, October 9, 2026). Settled from the calendar: Election Day is November 3, twenty four days from this publish date.
Still open: what evidence the committee places on the record, how Cook answers, whether the panel finds cause, whether a removal order follows, and how courts would treat any new action. A republic that can schedule a closed hearing, require a transcript, publish a presidential memorandum, and still hold a nationwide midterm two days earlier is doing hard institutional work in public. Print the November 5 date. Print the four hour cap. Leave the recommendation to the committee and the seats to the canvass.
Readers who want the rate setting mechanics can stay on how the Federal Reserve sets rates. Readers who want the campaign map can keep most competitive House districts 2026 open beside the Fed calendar. Neither page replaces the other. Both belong on the same Saturday clipboard while the country finishes early vote and Election Day under one set of rules for both parties.
