NBC September 25 averages (percent)
What Friday morning put on the national clipboard
NBC News published new polling averages on September 25 that place Democrats at their widest measured edge yet this cycle on the question of which party should control Congress. After adjusting to a likely voter scale, the average stands at 52 percent preferring Democratic control against 43 percent preferring Republican control, a nine point gap (NBC News, September 25, 2026). The same desk put President Donald Trump at 39 percent approval and 59 percent disapproval in its presidential average, down from 50 percent approval at the start of the second term (NBC News, September 25, 2026).
Those two numbers are aggregates, not a single overnight survey. NBC built them from publicly available polls that meet its transparency rules for field dates, sample size, and margin of error, then weighted newer and more precise surveys more heavily (NBC News, September 25, 2026). Election Day remains November 3. That leaves 38 days on the calendar. Keep the average next to our explainer on how to read a generic ballot and how approval ratings are built.
Independents carry most of the movement
NBC reports little change among partisans on the congressional preference question. Most Republicans and Democrats still stand with their own parties. The shift toward a Democratic controlled Congress is concentrated among independents. Independents preferred Democrats by about six points early in the second term. That edge grew to roughly 20 points in the spring of 2026 and now sits at a 16 point Democratic lead among independents in the average (NBC News, September 25, 2026).
Trump's own coalition lines moved in the same direction, though by smaller amounts among Republicans. GOP approval of Trump sits at 79 percent in the NBC average after earlier readings in the mid to high 80s. Independent approval of Trump is 26 percent in the same average (NBC News, September 25, 2026). USA Today, summarizing the same Friday package alongside Cook's House overview, noted that Democrats need a net of four Senate seats while holding what they have, because Republicans hold the chamber and Vice President JD Vance breaks ties (USA Today, September 25, 2026). A nine point House temperature does not automatically clear a four seat Senate path. Those are preference rows inside an aggregate. They are not certified seats. They do explain why a nine point congressional average can sit next to a 39 percent approval average on the same Friday.

Emerson College Polling, fielded September 21 to 22 among 1,000 likely voters, put the generic Democratic candidate ahead 53 percent to 42 percent, an 11 point edge, with 5 percent undecided and a credibility interval of plus or minus 3 points (Emerson College Polling, September 24, 2026). Emerson also measured Trump at 39 percent approve and 58 percent disapprove, and found 60 percent saying his economic policies are making the economy worse against 28 percent saying better (Emerson College Polling, September 24, 2026).
NPR PBS News Marist, fielded September 14 to 15 among 1,280 registered voters, put Democrats ahead 53 percent to 41 percent on the named congressional ballot, a 12 point edge, with independents at 57 percent to 32 percent for the Democrat (Marist Poll, September 23, 2026). RealClearPolitics' blended average near September 22 sat near Democrats 50.6 percent to Republicans 41.9 percent, about an 8.7 point Democratic edge across the window it published (RealClearPolitics generic congressional vote, September 2026). Silver Bulletin's generic average, updated near September 25, put Democrats ahead by 8.1 points, or 8.8 points after its likely voter adjustment (Silver Bulletin, September 25, 2026). Print every house. Do not mash them into one prophecy.
What the average settles and what it leaves open
Settled from Friday's NBC release: Democrats 52, Republicans 43 on the congressional control average after the likely voter shift; Trump 39 approve and 59 disapprove in the presidential average; independents at a 16 point Democratic edge on Congress; Trump approval among Republicans near 79 percent and among independents near 26 percent; Election Day November 3 with 38 days remaining (NBC News, September 25, 2026). Nearby houses add Emerson at 53 to 42, Marist at 53 to 41 among registered voters, RealClearPolitics near plus 8.7, and Silver near plus 8.1 to plus 8.8 (Emerson College Polling, September 24, 2026; Marist Poll, September 23, 2026; RealClearPolitics, September 2026; Silver Bulletin, September 25, 2026).
Steve Kornacki's on air breakdown of the same average underlined the translation risk: a split near 52 to 43 on Election Day would historically point to large Democratic gains, while also reminding viewers that more than a month remains for the picture to change (NBC News video summary, September 25, 2026). Still open: whether October samples hold a high single digit to low double digit Democratic edge once more early vote windows open; whether district maps drawn through Trump won counties compress a national average into a slim majority, as Cook's Friday House overview still framed a five to 15 seat Democratic pickup as the central case (Cook Political Report, September 25, 2026; USA Today, September 25, 2026). America can publish a nine point congressional average, a 39 percent approval average, and a 38 day clock on the same Friday and still require every clerk to finish the count. That is ordinary self government under a hard calendar. Print the averages. Wait for November 3.
