Sabato Moves Eight House Races Toward Democrats as Toss Up Board Widens

Crystal Ball shifted IA-2 and MI-4 into Toss Up and NJ-7 into Leans Democratic on Wednesday. Four seats once rated Safe Republican are now Likely. Forty seven days remain until Election Day.

What Crystal Ball changed on Wednesday

Sabato's Crystal Ball at the University of Virginia Center for Politics moved eight U.S. House races toward Democrats on Wednesday, September 16, 2026 (Sabato's Crystal Ball, September 16, 2026; The Hill, September 16, 2026; Newsweek, September 16, 2026). Managing editor Kyle Kondik published the table under a seven weeks to go banner. The board after the moves shows 210 seats at least Leans Democratic, 203 seats at least Leans Republican, and 22 Toss Ups (Sabato's Crystal Ball, September 16, 2026).

Two races moved from Leans Republican to Toss Up: the open Iowa 2nd District that Ashley Hinson is leaving for a Senate run, and Michigan's 4th District where Rep. Bill Huizenga seeks another term (Sabato's Crystal Ball, September 16, 2026; The Gazette, September 16, 2026). One race moved from Toss Up to Leans Democratic: New Jersey's 7th District, where Rep. Tom Kean Jr. faces Democrat Rebecca Bennett (The Hill, September 16, 2026). Five other seats stayed Republican favored but stepped one notch closer to the competitive columns.

The four Safe seats that became Likely

Four districts left the Safe Republican column for Likely Republican: Arkansas 2 (Rep. French Hill), Nevada 2 (open after Rep. Mark Amodei's retirement), New York 21 (open after Rep. Elise Stefanik's retirement), and Ohio 10 (Rep. Mike Turner) (Newsweek, September 16, 2026; Sabato's Crystal Ball, September 16, 2026). Colorado 5 moved from Likely Republican to Leans Republican as Rep. Jeff Crank faces Jessica Killin (The Hill, September 16, 2026).

Those Safe to Likely moves are the clearest map expansion signal in the update. Newsweek notes Arkansas 2 backed President Donald Trump by nearly 16 points in 2024, Nevada 2 by about 14 points, and New York 21 by more than 20 points, while Ohio 10 backed Trump by fewer than 8 points (Newsweek, September 16, 2026). Kondik flagged about $400,000 in outside spending for Hill in a Trump plus 15 style district as one reason Crystal Ball raised an eyebrow (Newsweek citing Kondik and Politico, September 16, 2026). A rating notch is not a flipped seat. It is a published admission that the competitive board is wider than it was on Tuesday.

The polls Crystal Ball stacked under the table

Kondik wrote that Republicans still wait for a recovery that has not arrived in the post Labor Day surveys, and that the midterm convention in Texas has not yet paid dividends on the national instruments (Sabato's Crystal Ball, September 16, 2026; Newsweek, September 16, 2026). He cited the New York Times/Siena House generic ballot that put Democrats ahead by 8.5 points among likely voters fielded September 8 to 13 (Sabato's Crystal Ball, September 16, 2026; New York Times/Siena, September 15, 2026).

Newsweek put RealClearPolitics' generic ballot aggregate at a Democratic lead of 8.6 points, matching the party's 2018 House popular vote margin and up from a 6.8 point lead a month earlier (Newsweek, September 16, 2026). The Economist/YouGov wave fielded September 11 to 14 printed Democrats at 51 percent and Republicans at 39 percent among likely voters, a 12 point gap, while registered voters sat closer at 44 to 39 (Newsweek, September 16, 2026). Reuters/Ipsos in the same window had Democrats at 44 and Republicans at 37 among registered voters (Newsweek, September 16, 2026). Decision Desk HQ, partnered with The Hill, projects about a 68 percent chance Democrats reclaim the House and a near even Senate fight (The Hill, September 16, 2026).

How the moves land on US Political Rank boards

US Political Rank keeps district pressure on the ranking of most competitive House districts of 2026 and chamber context on what history says about the 2026 midterm House. Crystal Ball's new Toss Ups in Iowa 2 and Michigan 4, plus the Leans Democratic call in New Jersey 7, belong on that competitive desk whether or not every other rater has moved yet. The Gazette notes Inside Elections and Cook Political Report still rate Iowa 2 as Leans Republican even after Crystal Ball's Toss Up call (The Gazette, September 16, 2026). Different instruments can disagree. The job is to name each rater and keep the columns labeled.

USPollingData on September 17 still prints a national generic ballot near Democrats 49.3 percent and Republicans 41.9 percent, a 7.4 point Democratic lead, with Trump near 37.8 percent approve and 58.4 percent disapprove (USPollingData, September 17, 2026). Republicans hold the House on that seating ledger 222 to 213, so Democrats need a net of five under that count. Sabato's own summary after Wednesday's moves puts Democrats closer to 218 in the ratings stack and Republicans a little further away (Sabato's Crystal Ball, September 16, 2026). Score the eight notches. Score the named polls. Leave the certified canvass to November 3.

What is settled and what remains open

Settled on Wednesday's desk: eight Crystal Ball House rating changes, all toward Democrats; IA-2 and MI-4 now Toss Up; NJ-7 now Leans Democratic; AR-2, NV-2, NY-21, and OH-10 now Likely Republican after leaving Safe; CO-5 now Leans Republican; Crystal Ball's board at 210 Leans Democratic or better, 203 Leans Republican or better, and 22 Toss Ups (Sabato's Crystal Ball, September 16, 2026; The Hill, September 16, 2026; Newsweek, September 16, 2026). Settled on the cited national instruments: Times/Siena likely voters near D plus 8.5, RCP aggregate near D plus 8.6, Economist/YouGov likely voters near D plus 12 (Newsweek, September 16, 2026; Sabato's Crystal Ball, September 16, 2026).

Still open: whether Cook and Inside Elections match Crystal Ball on Iowa 2, whether outside spending in Arkansas 2 and Colorado 5 grows into a sustained defense, whether open seat polls in Nevada 2 and New York 21 tighten further, and whether a 22 seat Toss Up board produces a finished majority for either party. Forty seven days remain. A wider map is a receipt. It is not yet a Speaker.
