Foulkes Defeats Gov. McKee in Rhode Island. Cook Still Rates the Seat Solid Democrat.

A clear primary night in Providence

Helena Buonanno Foulkes, a former CVS executive, defeated Rhode Island Gov. Dan McKee in the Democratic primary for governor on Wednesday, September 9, 2026 (Associated Press, September 9, 2026; The New York Times, September 9, 2026). With more than 95 percent of the vote counted, Foulkes held 62.4 percent to McKee's 37.6 percent, or 79,770 votes to 47,983, for a total of 127,753 ballots reported in The New York Times results table (The New York Times interactive results, September 9, 2026).

McKee conceded and said he had called Foulkes to congratulate her (Providence Journal / USA TODAY, September 10, 2026). That is a finished primary. It is not a finished general election. Fifty four days remain until November 3.

How rare a sitting governor primary loss is

McKee is the first sitting governor anywhere in the country to lose a party primary in eight years, since 2018 (NBC News, September 9, 2026; POLITICO, September 9, 2026; Associated Press summaries, September 9, 2026). Inside Rhode Island, he is the first Democratic incumbent governor to lose a renomination bid since Bruce Sundlun lost to Myrth York in 1994 (Providence Journal / USA TODAY, September 10, 2026; Rhode Island Current, September 9, 2026).

Read that honestly without a doom frame. Primaries exist so parties can replace nominees. A small state finished a contested count, published percentages, and put a new name on the November ballot. That is ordinary competitive self government working in public. The rarity of the outcome is a fact. It is not a national wave by itself.

Newsweek summarized the national streak as twelve years without an elected incumbent governor losing a party primary when counted from Hawaii Gov. Neil Abercrombie in 2014, while the eight year mark from 2018 covers the last sitting governor loss of any kind (Newsweek, September 10, 2026; The Hill, September 10, 2026). Either ruler still lands on the same point. Wednesday night was uncommon. It was also local, certified, and finished before most of the country went to sleep.

The bridge that defined the rematch

Foulkes and McKee ran a rematch of 2022, when McKee edged Foulkes by about three points in a crowded Democratic primary (NBC News, September 9, 2026; The New York Times, September 9, 2026). This time the Washington Bridge closure and reconstruction dominated the fight. The span carries more than 70,000 drivers a day through Providence. McKee's administration partially closed it in 2023 over safety concerns. Cost overruns, delays, and contractor disputes followed (POLITICO, September 9, 2026).

Foulkes hammered the bridge record. McKee attacked Foulkes's CVS tenure during the opioid crisis. AdImpact reported that Foulkes outspent McKee on the airwaves by about three to one (NBC News, September 9, 2026). Emerson College polling had shown Foulkes ahead by about 15 points heading into the vote (The Hill, September 10, 2026). The canvass matched the late polling direction with a wider margin.

The New York Times town table showed Foulkes leading across Providence, Warwick, Cranston, and East Providence, the population centers that decide a Rhode Island statewide primary (The New York Times interactive results, September 9, 2026). Providence alone reported more than 25,000 votes with Foulkes ahead by about 37 points in that city. A statewide 25 point margin is not a coin flip. It is a verdict on the incumbent record as Democratic primary voters measured it.

What the governor board still says

Cook Political Report rates the Rhode Island governor's race Solid Democrat, so the primary winner enters November as the clear favorite in a state that has not elected a Republican statewide since 2006 (The New York Times results page citing Cook, September 9, 2026; CBS News, September 9, 2026; The Hill, September 10, 2026). Aaron Guckian and Elaine Pelino were the Republican primary contestants for the other side of the ballot (CBS News, September 9, 2026).

Rhode Island does not appear in the competitive fifteen because Solid Democrat is not a flip instrument. A primary that replaces a Democratic incumbent with another Democrat in a Solid Democrat state changes the nominee. It does not change the November party lean on the published board. Keep those two facts labeled.

The competitive governor board still runs through Georgia, Wisconsin, Nevada, Iowa, and Ohio at Cook Toss Up, plus Lean and Likely seats that can move with a named poll or a named retirement (Cook Political Report, July 10, 2026 package). Rhode Island is not that board. It is a reminder that primaries and general elections answer different questions. Score the primary for the nominee. Score the rating for November.

What to watch from here to November 3

Watch whether Cook or Sabato print any movement after the nominee change. Watch Republican turnout and fundraising now that the Democratic nominee is fixed. Watch whether the Washington Bridge remains the dominant statewide story or whether national midterm issues overtake it. A republic that can remove a sitting governor in a primary, publish the percentages before midnight, and still require both parties to clear a November canvass is doing the work. Score the bridge. Score the margin. Score the Solid Democrat rating that did not move. Same ruler for every state.

Wednesday also saw Providence Mayor Brett Smiley lose his Democratic primary to state Rep. David Morales, another incumbent defeat on the same ballot (The Hill, September 10, 2026). That is a second local receipt from the same night. It still does not rewrite Cook ratings in Georgia or Nevada. Stack the Rhode Island returns next to the national governor board. Keep the labels honest. Fifty four days. Same American habit of finishing the count.
