New Hampshire Votes Tuesday for Shaheen Open Senate Seat

One day before the school gyms open

New Hampshire holds its state primary on Tuesday, September 8, 2026. The top line on the ballot is the open U.S. Senate seat Sen. Jeanne Shaheen is leaving after announcing she would not seek another term (Associated Press Decision Notes, September 7, 2026; Ballotpedia New Hampshire Senate 2026). Fifty seven days remain until the November 3 general election.

Inside Elections with Nathan L. Gonzales moved the general election from Tilt Democrat to Toss Up on September 3 (Washington Examiner, September 4, 2026). Cook Political Report and Sabato's Crystal Ball still rate the same seat Lean Democrat (Washington Examiner, September 4, 2026; Wikipedia compilation of public ratings updated September 6, 2026). RealClearPolitics lists a Tossup. Decision Desk HQ still says Likely Democrat. Print every named rating. Do not invent a single consensus the sheets do not show.

Who is on Tuesday's ballot

On the Democratic side, Rep. Chris Pappas of New Hampshire's 1st District faces biochemist Karishma Manzur and three other candidates (Associated Press, September 7, 2026; Ballotpedia Democratic primary page). Former Vice President Kamala Harris, Sen. Shaheen, and Sen. Maggie Hassan have endorsed Pappas (Ballotpedia, 2026). University of New Hampshire Survey Center fieldwork from August 20 to 24 put Pappas at 47 percent and Manzur at 34 percent among likely Democratic primary voters, with 19 percent still in the undecided or other column (270toWin citing UNH, August 26, 2026).

On the Republican side, former Sen. John E. Sununu faces former Sen. Scott Brown and a wider field (Associated Press, September 7, 2026). Sununu held the seat from 2003 to 2009. Brown previously represented Massachusetts. The same UNH wave put Sununu at 60 percent and Brown at 20 percent among likely Republican primary voters (270toWin, August 26, 2026). Saint Anselm College's mid August survey had Sununu at 54 and Brown at 24 (270toWin, August 20, 2026).

What the general election trial heats actually print

UNH's late August general election trial heat had Sununu at 45 percent and Pappas at 43 percent among likely voters, with 5 percent for someone else and 7 percent undecided (Washington Examiner, September 4, 2026; Roll Call, September 4, 2026). Saint Anselm still had Pappas ahead 48 to 41 in mid August (270toWin, August 20, 2026). RealClearPolling's average spanning March 21 to August 24 put Pappas at 45.3 percent and Sununu at 43.3 percent, a 2.0 point Democratic edge (RealClearPolling New Hampshire Senate page, updated early September 2026).

Against Brown, the same RCP window averages Pappas at 47.3 and Brown at 38.7 (RealClearPolling, 2026). Close surveys in a small state are why one major handicapper moved to Toss Up. Close surveys are not a finished seat. Tuesday names nominees. November fills the chair.

The money already on the table

Public FEC roundups through mid August put Pappas near $15.4 million raised and about $4.3 million cash on hand as of August 19, against Manzur near $415,000 raised and $104,000 cash on hand (Associated Press, September 7, 2026; PoliStack FEC summary). On the Republican side, Sununu had raised about $4.1 million with roughly $3.0 million remaining, while Brown had raised about $2.2 million with about $417,000 remaining (Associated Press, September 7, 2026).

Americans for Prosperity Action, a super PAC tied to the Koch political network, has spent at least $3.3 million since June 30 supporting Sununu and opposing Pappas (Associated Press, September 7, 2026). Why one New England open seat sits on the national board

Democrats need a net gain of four Senate seats for majority control in 2027 because Republicans hold 53 seats and Vice President JD Vance would break a 50 to 50 tie (US Political Rank Senate races board). New Hampshire is a Democratic held open seat in a state Kamala Harris carried by about 2.8 points in 2024 (Washington Examiner, September 4, 2026). Republicans have not won a U.S. Senate race in New Hampshire since 2010 (Wikipedia New Hampshire Senate 2026; Associated Press, September 7, 2026).

The New York Times reported on September 6 that some New Hampshire Democrats are sounding an alarm about the general election even as Pappas remains the clear primary favorite (The New York Times, September 6, 2026). Pappas told Roll Call the seat is a building block Democrats cannot afford to toss aside, because the national math does not work if they lose it (Roll Call, September 4, 2026).

The honest American frame is simple. A free state will open school gyms and town halls tomorrow and put names on a November ballot in public. One major handicapper rates the general election Toss Up. Two others still say Lean Democrat. A university poll shows a two point Sununu edge inside ordinary survey noise. An older average still shows a two point Pappas edge. Candidate cash favors Pappas by tens of millions. Outside groups are already spending against him. Celebrate a republic that can publish ratings, poll crosstabs, and FEC totals before anyone votes. Then watch the certified primary canvass on September 8 and the November 3 count that fills Jeanne Shaheen's chair. One day. Fifty seven days. Same ruler for both parties.
