Missouri Supreme Court Blocks Trump Backed House Map for November

A 7 to 0 order, and a map that does not take effect

On Thursday, September 3, 2026, the Missouri Supreme Court unanimously blocked a new congressional map backed by President Donald Trump from use in the November 3 midterm election (Associated Press, September 3, 2026; Reuters, September 3, 2026). Judge Ginger K. Gooch wrote for the seven member court. The referendum petition was legal, sufficient, and timely, and Secretary of State Denny Hoskins incorrectly concluded otherwise, the opinion said (Missouri Independent, September 3, 2026).

The legislation containing the new districts, House Bill 1 from the 2025 special session, did not go into effect and will not go into effect unless and until voters approve it (Associated Press, September 3, 2026). As a result, the congressional map adopted after the 2020 census remains in full force and effect for the November 2026 general election (Associated Press, September 3, 2026; POLITICO, September 3, 2026).

What the map was built to do

Republicans hold six of Missouri's eight U.S. House seats under the 2022 lines. The 2025 redraw was designed to move that delegation toward a 7 to 1 Republican advantage (UPI, September 4, 2026; Washington Examiner, September 3, 2026). The largest change targeted Rep. Emanuel Cleaver's Kansas City based Fifth District by adding more Republican leaning areas (Washington Examiner, September 3, 2026; Reuters, September 3, 2026).

Opponents submitted more than 300,000 petition signatures seeking a statewide referendum before the new districts took effect (Associated Press, September 3, 2026). Hoskins rejected the petition as insufficient. A circuit court sided with that rejection. Primaries under one map, a general under another

Why one Missouri seat matters on a national House board

Cleaver's Kansas City seat is not a classic Toss Up under the 2022 lines. Under the blocked 2025 lines it was the clearest intended Republican pickup inside Missouri.

POLITICO reported that pausing the gerrymander likely keeps that seat in Democratic hands this fall (POLITICO, September 3, 2026). Reuters framed the ruling as a blow to Republican odds of holding a narrow U.S. House majority (Reuters, September 3, 2026). Neither claim invents November. Both describe what the 2022 map does relative to the blocked alternative.
