Cook Moves Florida 14 and Michigan 10 to Toss Up

Three ratings move toward Democrats

Tuesday, August 25, 2026, put a dated House board change on the table. Cook Political Report moved Florida's 14th District, held by Rep. Kathy Castor (D), from Lean Republican to Toss Up. The same day Cook moved Michigan's open 10th District from Lean Republican to Toss Up. Cook also shifted Michigan's 8th District, held by Rep. Kristen McDonald Rivet (D), from Lean Democrat to Likely Democrat (Cook Political Report, Erin Covey, August 25, 2026; Cook Political Report X account, August 25, 2026; Newsweek, August 25, 2026).

Those are ordinal steps on a public seven point scale. Lean means a real fight with an edge for one party. Toss Up means no edge worth naming. Likely means the favored party is still expected to hold, with less drama than a Lean. All three moves ran in Democrats' direction. Cook attributed the package to settled general election matchups after late primaries and to fresh polling (Cook Political Report, August 25, 2026).

What Cook cited in Florida and Michigan

Florida 14 is a redrawn Tampa area seat. Castor is the Democratic incumbent. Cook previously rated the race Lean Republican after mid decade redistricting. Trump would have carried the new lines by about 11 points in 2024, according to Cook's published note (Cook Political Report, August 25, 2026; Newsweek, August 25, 2026). The August 25 move to Toss Up reflects a set November matchup and polling that Cook judged stronger for Democrats than the Lean label allowed.

Michigan 10 is open. Rep. John James left the House seat to run for governor. Trump carried the district by roughly 6 to 7 points in 2024 (Cook Political Report, August 25, 2026; Newsweek, August 25, 2026). Cook moved the open race from Lean Republican into the Toss Up column as the general election field locked. Michigan 8 stayed on the Democratic side of the board and tightened further: Lean Democrat became Likely Democrat for McDonald Rivet, whom Cook described as increasingly secure (Cook Political Report, August 25, 2026).

Cook also flagged Michigan 7, held by Rep. Tom Barrett (R), as a watch seat Trump carried by less than two points, while noting that Democrats' nominee Will Lawrence carries positions Cook called a poor fit for a swing district (Cook Political Report, August 25, 2026). A watch note is not a rating change. The published changes are the three named seats.

How the House board adds up after August 25

The Likely Democrat column lists 12 seats, including Michigan 8. The Lean Democrat column lists 9. The Lean Republican column lists 7. The Likely Republican column lists about 20. A full House majority is 218 seats. Democrats need a net gain on the order of five to six seats depending on how vacancies and the independent who caucuses with Republicans are counted on any given day. The Clerk of the House still lists active vacancies, including Georgia 13 after the August 25 runoff and Florida 20 and Texas 23 with dates still to be set, until winners take the oath (Clerk of the House, View Vacancies). What Tuesday settled, and what it did not

August 25 settles Cook's published labels for Florida 14 and Michigan 10: both are Toss Ups, not Lean Republican. It settles Michigan 8 as Likely Democrat, not Lean Democrat. It settles a Toss Up count of 21 on that day's Cook table. It does not settle November 3. It does not erase Cook's August 20 Senate moves that left six Senate Toss Ups and an empty Lean Republican Senate column (Cook Political Report, Jessica Taylor, August 20, 2026). It does not replace the certified runoff results that same night in South Carolina, Georgia, and Oklahoma.

Sixty nine days separate August 26 from Election Day. Keep the instruments on separate lines. Cook's House board measures competitive uncertainty district by district. The Senate board measures chamber flip risk on a different map.
