Three States Finish Runoffs on August 25 as Cook Still Lists Six Senate Toss Ups

One Tuesday, three different jobs

Tuesday, August 25, 2026, puts three finished instruments on the same national calendar. South Carolina Republicans choose a Senate nominee between Sen. Darline Graham and Rep. Ralph Norman. Georgia's 13th District chooses who finishes the House term of the late Rep. Those are not interchangeable jobs. A Senate nomination runoff fills a November line. A House special runoff fills an empty chair for the rest of this Congress. A governor nomination runoff fills a state executive line that Cook still rates Solid Republican for November. Same date. Separate ledgers.

What each first round already counted

South Carolina already voted once. On August 11, Graham took 32.8 percent (109,881 votes). Norman took 24.6 percent (82,627). Rep. Russell Fry took 19.7 percent. About 335,693 ballots appeared in published statewide tallies. No majority. Georgia already voted once too. On July 28, Marcye Scott took 46.0 percent. Blair took 37.4 percent. Republican Caesar Gonzales took 8.7 percent and did not advance. Oklahoma already voted once as well. On June 16, Drummond took 26.3 percent (105,832 votes). Mazzei took 26.0 percent (104,691). Nine candidates split 403,099 certified Republican primary ballots. The House and Senate boards Tuesday does not rewrite alone

Published House snapshots still show Republicans at 218, Democrats at 212, one Independent, and four vacancies (Ballotpedia U.S. House partisan breakdown as of late August 2026). The Clerk of the House still lists Georgia 13 among active vacancies with an August 25 special runoff date, alongside Florida 20 and Texas 23 with special dates still pending, while California 14 already finished its special on August 18 (Clerk of the House, View Vacancies; Cook Political Report House Open Seat Tracker, August 19, 2026). Filling Georgia 13 reduces an empty chair once the winner is seated. Seating lag can leave a winner elected and a vacancy still listed until the oath. Keep those clocks separate.

Cook Political Report's Senate ratings as of August 20 still show six Toss Ups: Alaska, Iowa, Maine, Michigan, Ohio, and Texas. Lean Republican sits at zero after Iowa and Texas moved into Toss Up that day. Republicans hold the Senate 53 to 47.
