Prediction Markets Price a Democratic Sweep Near Two Thirds While Cook's House Map Still Asks for Toss Ups

As of September 23 to 24, Polymarket and Kalshi put Democratic House odds near 90 percent and Senate control near the mid 60s, yet Cook's widely cited board still reads 206 to 208 with 21 toss ups that Democrats must mostly win for a majority.

What the betting boards said midweek

Prediction markets moved hard into the final six weeks. Forbes, citing the Election Betting Odds consolidation across major venues, put Democrats at about 63.8 percent to take the Senate and about 89 percent to take the House as of September 23 (Forbes, September 23, 2026). On the same day Polymarket priced a Democratic House win near 93 to 94 percent, Senate control near 66 percent, and a full Democratic sweep near 66 percent, up from about 59 percent a week earlier (Newsquawk citing Polymarket, September 23, 2026; Delaware Online, September 23, 2026).

Kalshi sat in the same neighborhood: about 91 percent for a Democratic House and about 63 to 64 percent for a Democratic Senate in midweek accounts (Forbes, September 23, 2026; Washington Examiner citing Kalshi, September 23, 2026). Election Betting Odds' September 24 morning refresh still showed Senate Democratic control near 64 percent across Kalshi, Polymarket, PredictIt, and Betfair (Election Betting Odds, September 24, 2026). Those are market prices. They are not certified seat counts.

What Cook's board still refuses to erase

The New York Times Monday wrap kept The Cook Political Report with Amy Walter at 206 seats at least leaning Democratic, 208 at least leaning Republican, and 21 toss ups, with 16 of those toss ups currently Republican held (New York Times citing Cook Political Report, September 21, 2026). Democrats still need most of that toss up pile to reach 218. That arithmetic did not disappear when Polymarket crossed 90 percent on the House.

Sabato's Crystal Ball and Fox News Power Rankings moved names earlier in the week toward more Democratic leaning seats, with Sabato at 211 Democratic leaning, 203 Republican leaning, and 21 toss ups, and Fox favoring Democrats in 215 seats with 19 toss ups (Sabato's Crystal Ball, September 22, 2026; Fox News, September 22, 2026). Why markets and maps can both be true

Markets price probability under money. Rating shops price districts under public criteria. A 90 percent House price can coexist with 21 public toss ups when traders believe Democrats will win most of those toss ups and when redistricting and turnout models already lean one way. It can also move faster than a Cook label because a contract settles on chamber control, not on every district footnote.

Senate prices tell a tighter story. Democrats need a net plus four on the current Republican held map in the standard accounting, including defense of seats in states President Trump carried in 2024. Polymarket's mid 60s Senate price is a favorite, not a lock. Kalshi's similar band matches that caution. Our 2026 Senate races board exists so a 66 percent sweep price never has to pretend Alaska, Ohio, Texas, and Maine are the same race.

The poll stack that is feeding the prices

Markets do not float free of surveys. Economist YouGov's September 18 to 21 wave put likely voters at Democrats 52 to Republicans 38 on the House ballot and registered voters at 45 to 38 (YouGov America / The Surveyor, September 22, 2026). RealClearPolitics' generic average near midweek sat near Democrats plus 8.3 (Washington Examiner citing RCP, September 23, 2026). CNN SSRS put registered voters at Democrats 49 to Republicans 41 (CNN, September 23, 2026). NPR PBS News Marist put registered voters at Democrats 53 to Republicans 41 (Marist Poll, September 23, 2026).

John Zogby Strategies remains the clearer contrary instrument in this stretch, with Democrats ahead only 48 to 42 among likely midterm voters and Trump approval at 42 percent (John Zogby Strategies; Washington Examiner, September 23, 2026). A republic that can publish a 14 point YouGov likely voter lead, an 8 point aggregator band, a 6 point Zogby lead, and a 90 percent House market in the same week is doing hopeful civic work. Print every instrument. Do not let the loudest price erase the narrowest poll.

What the next 40 days still have to prove

Settled on the midweek desk: consolidated and venue level markets price Democrats as heavy House favorites near 89 to 94 percent and as Senate favorites near the low to mid 60s; Polymarket's sweep price sat near 66 percent; Cook's public House board still reads 206 to 208 with 21 toss ups; Election Day remains November 3 with 40 days left (Forbes, September 23, 2026; Newsquawk, September 23, 2026; New York Times, September 21, 2026).

Still open: whether October district polls move any of Cook's 21 toss ups; whether Senate prices hold above 60 percent after the next Michigan, Maine, Texas, and Ohio samples; and whether the Zogby bounce or the YouGov crash better describes the final electorate. Markets can be early. Rating shops can be late. Neither casts a ballot. America still finishes this the old way: county by county, under lights, with a hard clock.
