Sabato Moves 11 House Races Toward Democrats as Virginia and Pennsylvania Tighten

What Tuesday put on the rating board

Sabato's Crystal Ball at the University of Virginia Center for Politics moved 11 House races toward Democrats on September 29, and none of the changes ran the other way (Sabato's Crystal Ball, September 29, 2026; Washington Examiner, September 29, 2026). After the batch, the Crystal Ball board stands at 213 seats rated at least Leans Democratic, 202 at least Leans Republican, and 20 Toss Ups (Sabato's Crystal Ball, September 29, 2026; Newsweek, September 30, 2026).

Virginia's three Republican seats each moved one column

Virginia supplied the clearest cluster. Rep. Jen Kiggans (R, VA-2) moved from Toss Up to Leans Democratic, making her a slight underdog in Crystal Ball's judgment against former Rep. Elaine Luria, whom Kiggans unseated in 2022 (Sabato's Crystal Ball, September 29, 2026). Rep. Rob Wittman (R, VA-1) moved from Leans Republican to Toss Up. Rep. John McGuire (R, VA-5) moved from Likely Republican to Leans Republican (Sabato's Crystal Ball, September 29, 2026; Washington Examiner, September 29, 2026).

Crystal Ball frames Virginia as an early election night proxy because the state's polls close early and its Democratic held seats already look secure on the same board, with VA-7 the most marginal Democratic hold still rated Likely Democratic (Sabato's Crystal Ball, September 29, 2026). VA-2 voted for Trump by about 1,100 votes out of nearly 415,000 cast in 2024, and since 2008 it has reliably sent a member of the House majority party to Washington (Sabato's Crystal Ball, September 29, 2026; Newsweek, September 30, 2026).

Pennsylvania 7 joins the Leans Democratic column

In the Lehigh Valley, first term Rep. Ryan Mackenzie (R, PA-7) moved from Toss Up to Leans Democratic against Democrat Bob Brooks (Sabato's Crystal Ball, September 29, 2026). A New York Times, Siena, and Philadelphia Inquirer poll gave Democrats a 53 to 44 lead on the generic House ballot in Pennsylvania, and Franklin and Marshall found Brooks ahead 45 to 40 in the district last week (Sabato's Crystal Ball summarizing those polls, September 29, 2026).

Trump carried PA-7 by 51 to 48 in 2024. Crystal Ball notes that if Democrats approach a nine point statewide House edge, Mackenzie would be hard pressed to hold the seat (Sabato's Crystal Ball, September 29, 2026). That is a rating judgment grounded in named surveys, not a seat call.

Eight more Republican held or open seats got harder

Four Trump 2024 districts moved from Likely Republican to Leans Republican: Kentucky's open 6th, Maine's open 2nd, Rep. Ann Wagner (R, MO-2), and Montana's open 1st (Sabato's Crystal Ball, September 29, 2026). Two previously Safe Republican seats, Rep. Greg Murphy (R, NC-3) and Rep. Mike Carey (R, OH-15), moved to Likely Republican. On the Democratic side, Rep. Derek Tran (D, CA-45) moved from Leans Democratic to Likely Democratic (Sabato's Crystal Ball, September 29, 2026).

Crystal Ball also softened two Republican governors from Safe to Likely: Jim Pillen in Nebraska and Phil Scott in Vermont, while saying it would still be shocked if Scott lost (Sabato's Crystal Ball, September 29, 2026). The Senate board stayed at 48 seats at least Leans Democratic, 47 at least Leans Republican, and 5 Toss Ups (Sabato's Crystal Ball, September 29, 2026).

Why the board math matters with 34 days left

On CNN the same evening, Larry Sabato said Democrats need only five of the 20 Toss Ups to reach 218 under the current Crystal Ball map, and that late cycle momentum for the party ahead often gathers steam into October (CNN OutFront transcript, September 29, 2026). Newsweek noted that 213 seats already lean at least Democratic, five short of a majority, before any Toss Up is assigned (Newsweek, September 30, 2026).

Crystal Ball's own writeup ties the batch to a rough post Labor Day stretch for Republicans, wider Democratic leads on the House generic ballot, and higher Democratic enthusiasm in named surveys, including Emerson's finding that 78 percent of Democrats and 66 percent of Republicans were excited to vote (Sabato's Crystal Ball, September 29, 2026). Those are environment receipts sitting under the column moves. They do not certify a Speakership.

Settled from Tuesday: 11 House ratings moved toward Democrats; zero moved toward Republicans; VA-2 and PA-7 now Leans Democratic at Crystal Ball; the House board sits at 213, 202, and 20; 34 days remain to November 3 (Sabato's Crystal Ball, September 29, 2026; Washington Examiner, September 29, 2026). Still open: whether Cook and Inside Elections match those two Leans Democratic calls; whether October district polls confirm or compress the Virginia cluster; whether diesel prices and national generics keep widening the environment Crystal Ball cites. America can move a rating board in September and still require every county clerk to finish the count in November. That is ordinary self government under a hard calendar.
